La citada "Ley de las Américas" es una propuesta legislativa que reorientaría la política exterior y económica de Estados Unidos hacia la estabilización de América Latina mediante el desarrollo de nuevas oportunidades de inversión, crecimiento económico y creación de empleo en el hemisferio occidental. El senador Cassidy, miembro del Comité de Finanzas del Senado, y la representante Salazar, presidenta del Subcomité del Hemisferio Occidental de la Cámara de Representantes, son también los autores de la Ley de las Américas. February 21, 2023, Washington, DC – U.S. Senator Bill Cassidy (LA) and U.S. Representative Maria Elvira Salazar (FL-27) responded quickly to<a href="https://www-elheraldo-hn.translate.goog/honduras/mel-zelaya-corte-suprema-reversion-reeleccion-zede-honduras-OE12250970?_x_tr_sl=es&_x_tr_tl=en&_x_tr_hl=en&_x_tr_pto=wapp" target="_blank"> reports of a high-level effort to influence</a> the newly appointed Honduran Supreme Court to criminalize ZEDE investors and overturn settled law upholding the ZEDE investment framework.
In <a href="https://cms.prospera.hn/uploads/Honduras-Letter-2_21_23.pdf" target="_blank">their correspondence </a>to Honduran President Xiomara Castro, the Senator and Congresswoman wrote: 
Threats of wholesale elimination of the ZEDE legal framework and harassment of lawful investors are exactly the type of actions which have kept Honduras with a large informal economy and increased irregular migration; and are actions the Americas Act would seek to eliminate; but also which would make Honduras ineligible for Americas Act accession when that becomes law.
The referenced “Americas Act” is proposed legislation that would refocus U.S. foreign and economic policy on stabilizing Latin America through developing new opportunities for investment, economic growth, and job creation in the Western Hemisphere. Senator Cassidy, who is a member of the Senate Committee on Finance, and Representative Salazar, who is the Chairwoman of the House Subcommittee on the Western Hemisphere, are also the authors of the Americas Act. Their statement that eliminating the ZEDE legal framework would render “Honduras ineligible for Americas Act accession” echoes the public policy advanced by <a href="/uploads/Gosar-Signed-Protect-US-Investments-Act-text.pdf">the Protect U.S. Investments Act (H.R. 465), which is cosponsored by Representatives Paul Gosar (AZ-9), Eli Crane (AZ-2), and Rick Crawford (AR-1)</a>, whereby visas and remittances would be denied to foreign public officials who expropriate U.S. investments or fail to consult with U.S investors to resolve investment disputes. 
With their formal warning to the Government of Honduras, Senator Cassidy and Representative Salazar have joined <a href="/uploads/20221013-FINAL-Hagerty-Cardin-Letter-to-SECSTATE-on-Honduras-ZEDEs.pdf">Senators Ben Cardin (MD) and Bill Hagerty (TN)</a>, as well as <a href="/uploads/1.26.22-Rep.-Roy-Letter-re-Honduras.pdf">Representative Chip Roy (TX-21)</a> in publicly expressing grave concerns about efforts by the Castro Administration to undermine treaty-backed guarantees of legal stability for U.S. ZEDE investments. 
When legal stability guarantees backed by investment treaties are in play, it is not surprising that growing numbers of U.S. lawmakers insist that any change in policy must be consistent with international law, treaty obligations, and investor reliance. These concerns recognize that stabilizing Latin America and improving the lives of everyday Hondurans will require extraordinary levels of investment. Breaking solemn sovereign promises will chill future American investment not only in Honduras, but also throughout Latin America.
In view of such well-founded concerns about rash efforts to extinguish U.S. ZEDE investments, Honduras Próspera Inc. remains hopeful that reasonable people will prevail in the Castro Administration; and that the newly appointed members of the Honduran Supreme Court will resist efforts to undermine their independence.

Dos influyentes Congresistas de Estados Unidos se sumaron hoy, a la iniciativa que busca proteger las inversiones estadounidenses fuera de su territorio y sancionar a los funcionarios de terceros países que amenacen o expropien dichas inversiones. 
La Ley de Protección de las Inversiones Estadounidenses <a href="https://prospera.hn/news/press-releases/prospera-aplaude-la-nueva-legislacion-para-fomentar-y-proteger-las-inversiones-de-ee-uu-en-honduras" target="_blank">fue presentada originalmente por el Representante Paul Gosar</a> y ahora cuenta con más respaldo. Paul Gosar </a>of Arizona’s Ninth Congressional District. The goal of the Protect U.S. Investments Act is to deter the expropriation of U.S. investments by foreign countries. 
Rep. Eli Crane is an Arizona businessman and veteran who served for 13 years, including five wartime deployments, of which three deployments were as a member of SEAL Team 3. Rep. Crane is a Member of the House Homeland Security Committee, Veterans' Affairs Committee, and the House Small Business Committee.
Rep. Rick Crawford was raised in an Air Force family, served in the U.S. Army for 4 years, competed in rodeos, and worked in Agriculture after a career-ending injury. He has served in Congress for six terms and is Ranking Member of the House Permanent Select Committee on Intelligence, Vice Chair of the Agriculture Committee, Member of the Science, Space and Infrastructure Committee, and Ranking Member of the House Committee on Transportation and Infrastructure.
The Protect U.S. Investments Act builds on the Fidel Castro-Era 1962 Hickenlooper Amendment, which requires cutting off aid to foreign countries that expropriate U.S. investment, by also taking away the visas and remittances of foreign public officials who enable expropriation. The Act also adds the failure to engage in investment treaty-required negotiations and consultations with U.S. investors to the list of predicates for sanctions.
The Protect U.S. Investments Act, <a href="https://cms.prospera.hn/uploads/Gosar-Signed-Protect-US-Investments-Act-text.pdf" target="_blank">H.R. 465</a>, is assigned to the House Committee on Foreign Affairs.

National Security Congressmen Join Protect U.S. Investments Movement

PRÓSPERA ZEDE, ROATÁN, IB, HN - Today, the Próspera Arbitration Center (PAC) announced reaching an agreement to collaborate with the Arbitration and Conciliation Center of the Chamber of Commerce and Industries of Atlántida (CCA-CCIA) to strengthen Alternative Dispute Resolution (ADR) in Honduras.

The Memorandum of Understanding between the PAC and CCA-CCIA commits both organizations to jointly promote the use of ADR to resolve disputes in their respective jurisdictions.
“We believe that this collaboration will strengthen our efforts in the field of arbitration and mediation and will allow us to provide a better service to our clients,” observed PAC Interim CEO and Honduran Attorney Alberto Hernandez Franks.
More specifically, the agreement promises that the two arbitration centers will:

PRÓSPERA ZEDE, ROATÁN, IB, HN - El Centro de Arbitraje de Próspera (PAC) anunció hoy la firma de un acuerdo de colaboración con el Centro de Conciliación y Arbitraje (CCA) de la Cámara de Comercio e Industrias de Atlántida (CCIA) para fortalecer los Métodos Alternos de Solución de Conflictos (MASC) en Honduras. 
"El acuerdo promete ampliar el acceso a la justicia tanto para los hondureños como para los inversores internacionales", dijo el árbitro de apelaciones del PAC John Pelander, exjuez del Tribunal Supremo de Arizona (EE. UU.).
El Director Legal del PAC y notario hondureño Leonidas Rosa, explicó además que "a través de este acuerdo, un número creciente de abogados y árbitros de Honduras y de todo el mundo se familiarizarán con la práctica de la resolución de disputas en Honduras, tanto en la zona económica especial de Próspera como en el departamento de Atlántida".
El Memorando de Entendimiento entre el PAC y el CCA compromete a ambas organizaciones a promover conjuntamente el uso de los MASC para resolver disputas en sus respectivas jurisdicciones.
"Creemos que esta colaboración fortalecerá nuestros esfuerzos en el campo del arbitraje y los MASC y nos permitirá ofrecer un mejor servicio a nuestros clientes", observó el Director Ejecutivo Interino del PAC y Abogado hondureño Alberto Hernández Franks.
Más concretamente, el acuerdo se compromete a que los dos centros de arbitraje:

Próspera Announces Bitcoin Bond Authority in the First Crypto-Friendly Jurisdiction that is Fully AML-KYC Compliant

It wasn’t long ago that Israel was considered the <a href="https://www.forbes.com/sites/adrianbridgwater/2020/02/21/how-israel-became-a-technology-startup-nation/?sh=25c8307e780e" target="_blank">Startup Nation</a>, as technology firms grew from small private endeavors into globally used products and services. Just like the United States has its Silicon Valley, parts of Israel have become known as <a href="https://www.forbes.com/sites/forbestechcouncil/2020/07/03/an-oasis-of-mobility-innovation-the-origins-of-israels-silicon-wadi/?sh=696c552323a0" target="_blank">Silicon Wadi</a>, because of its high concentration of cutting-edge technology companies. The technology sector there consists of respected universities and a breadth of talent that are linked together in a small geographical area where almost everyone knows one other, mostly through military service.

<a href="https://www.linkedin.com/company/minicircle-inc/" target="_blank">Minicircle</a> is a biotech company working on genetic therapies aimed at life extension similar to the work of Israeli tech firms and <a href="https://www.timesofisrael.com/israeli-scientists-extend-mices-lives-by-23-say-method-may-work-on-humans/" target="_blank">researchers at Bar Ilan University</a>. Seshat Bank CEO Sean Pawley had been an outside observer of the charter city space for a long time and chose this platform because it could be tailored to his vision.
The platform offers the choice of three regulatory frameworks for regulated industries. One of those options is for a business to propose its own unique framework to the governing council. Pawley leveraged his experience in financial regulation to create a custom option for his bank, and in April 2021 he began the process of setting up the bank and by January of 2022 the regulations were approved and Seshat became an active bank. It allows entrepreneurs to move at light-speed; something that isn’t always possible in overregulated areas.
This next-gen city is also working to facilitate the shift to digital currencies as part of everyday life. Bitcoin and other top tier cryptocurrencies are becoming the legal tender for any parties who mutually agree to do business in that currency. AmityAge Academy, a recently opened “Bitcoin Center” is a top attraction for visitors and island residents, teaching them about sound money principles and how to effectively use and store what the academy deems “the future of money”. The academy also makes a point of helping the local community, with initiatives to fund local Roatan schools via Bitcoin donations.
There are some very ambitious visions of Caribbean real estate being developed. Digital nomads who once thought of a warm, invigorating Mediterranean environment, can enjoy a similar tropical lifestyle. Sovereign individuals can embrace the distinctive brand of freedom found in a private city on an island, an ethos embraced by the city’s residents, and investors can take part in the unique opportunity for them to fund a next-gen city, and potentially realize exponential gains as that city grows.
It isn’t the answer for everyone, and it has it’s limitations. Yet, the St. John’s Bay project presents a compelling option for those looking to build, invest in, or work for groundbreaking projects on this beachside frontier. It will not replace Israel’s tech centers, nor will it usurp Silicon Valley, but the options and lifestyle can be compelling for many.
